Regulation Relating to Tobacco Retailing in Philadelphia

On December 8, 2016, the Board of Health approved a regulation concerning tobacco retailing in Philadelphia.

The regulation includes the following:

  • An increase in the tobacco permit issuance and renewal fees to $300.
  • A population-based limit for each planning district on the number of available permits and a restriction on retailers operating within 500 feet of a K-12 school. Properly issued permits will be grandfathered.
  • A standardized penalty for selling tobacco to minors: after a third youth sales violation in two years, tobacco sales will be suspended for a year by order of the Department of Public Health.
